I think this is exactly the requirement. I don't care if someone uses microsoft word to write a c-program which is then saved out to a text file. Where I do care is if to usefully modify the program you need some commercial tool. Same reason why I don't really care if you use a commercial C compiler for all development because the sources are still editable and compilable using free compilers.
