currently it does, and I need that functionality.  When I import a new
batch of components from gsch2pcb, they get disperses in a big area
outside the outline, because inside there is half the layout already
done.

In the end, it's a DRC problem, so yes, the DRC may look for a layer
with an outline attributes.  That layer shall have a separate attribute
for the placement wizard plugin, although the message is almost the
same.
