If you really want to make it a product, consider what happens if:

*) the bike is held with saddle/governor removed and shaken upside down

*) customer wants to personalize the device and then sell his bike with 
the thing inside/outside

*) a pint of salt water is poured into the tube, where your device resides

*) suspicious wires that can't be explained by lighting just get cut appart

*) all accesible frame tubes get a gentle iron-bar treatment

*) suspicious frame parts get a gentle stungun treatment

*) the 1st perpetrator caught by a "secret device" gets out of jail, 
should he/she ever get into it

It's true, that the effort to steal a Mercedes and sell it in Romania 
can be higher
than for stealing a bike, just to ride about with it. But then, for a 
bike the police
probably won't start a commando-manhunt, so the disabling may take place
in all quiet at a place far from the intended area of use.
