Are you sure they're OCRing and not reading the label out of the
gerbers in some other way, like a comment or a gerber-extension for
"print text FOO here" ?

One test would be to see if they can "read" the refdes's from a
gEDA/pcb board, since I know I'm not outputting any regular text in
those.
