It is _expected_ that clicking on the "Download Tor Browser" link
doesn't actually download the tor browser??

Please try this and let me know how it goes for you
- start the tor browser
- clear the cache
- set the security slider to safest
- goto https://www.torproject.org/
- click on the "Download Tor Browser" link at the top right of the page

What happens then?
I get taken to https://www.torproject.org/download/  -- which isn't
what I want, but at least the url has "download" in it, so hopefully
I'm now on the page where I can actually download the software now.

I get taken to https://www.torproject.org/download/ -- in other words,
the page is refreshed.  What I'm expecting is for the download to
start.

I find it way more confusing that clicking on "Download Tor Browser"
doesn't actually download the tor browser.

If you want the header and footer on every page to be the same, how
about changing the "Download Tor Browser" link to be
"https://www.torproject.org/download/languages/";?
