You should be slightly overgeneralising. In Russian Civil code (part
four), fair use is covered by article 1274; and the author can give
away the copyright; authors can't give away their so-called `moral
rights', which are just out of the scope of Americal copyright law.

Well, Russia is probably not a part of Europe, but it is a
non-AngloAmerican part of world.
