...Why would a mac OS refuse to run on a PC if the same kind of processor is involved?
There's more to a computer than just the processor. Not all of the chipsets that Apple uses are the same as you find in other computers, and their OS only supports the hardware that they ship. Also, they have vested interest in making sure Mac OS X only runs on the hardware they manufacture, because that's where they make their money.
