You don't have to. You can change clearance directly within the layout. 
No need to change a footprint, either. This actually one of the strengths
of pcb :-)

The best way to do it depends on the size of the job. 

Change a small number individual pads or pins. 
   --> accel [k]

Change the whole areas, or the globally the board 
   --> action ChangeClearSize()
